Beneficiaries

Grants are awarded to private persons who have made the investments defined in table points 1 to 3 (see form below) in a building used for residential purposes or a mixed-use building located in the commune of Kopstal.

Subsidies for acquisitions as set out in table point 4 (see form below) are granted to any individual domiciled in the commune of Kopstal.

Amounts

For the subsidies listed in points 1 to 3 of the table, the amount of municipal financial aid is calculated on the basis of the aid granted by the State for each category of project by multiplying the State aid obtained by the rate shown in column 4 of the table.

The amount of municipal aid may not exceed the maximum amount shown in column 5 of the table.

Terms and conditions

All grants are subject to receipt of financial assistance awarded by the State under the amended Grand-Ducal Regulation of 12 December 2012 establishing an aid scheme for the promotion of the rational use of energy and the development of renewable energy in housing. A certificate attesting that the grant has been obtained must be attached to the application. The grant application must be submitted no later than 3 months after the issue of the document certifying the amount of the grant obtained from the State.

Each application must be submitted with supporting documents using the form provided by the local authority.

Financial assistance is allocated by the College of Mayor and Aldermen.

Under no circumstances may the amount of financial assistance granted exceed the expenditure incurred by the applicant less the amount of the State grant.

Repayment

Financial assistance is subject to repayment if it has been obtained as a result of false declarations or inaccurate information, or if it is not due for any other reason.

Checks

By submitting the application, the applicant authorizes representatives of the local authority to carry out the necessary checks. The local authority reserves the right to request any additional documents it deems necessary to verify compliance with the conditions for granting financial assistance.

People living in the commune who receive a cost-of-living allowance and/or an energy allowance from the Fonds National de Solidarité can apply to the commune for a top-up to these allowances. This top-up will be 50% of the cost-of-living allowance and 100% of the energy allowance received by the FNS. For people arriving in or leaving the commune during the year concerned, a prorating will be made for each full month lived in the commune.

Any application for an allowance must be accompanied by proof that the respective allowance has been granted by the National Solidarity Fund for the year in question.

In order to request a cost-of-living allowance and/or an energy bonus for 2024, please fill in the online form below or download, complete and return the form in .pdf format (below) to the local authority before 3rd January 2025, including the necessary forms or certificates to prove the conditions listed above.

Form to be filled in by students in classical secondary education, general secondary education or vocational training in order to obtain an incentive bonus for 2024.

Conditions to fulfill to obtain a grant:

The local council has decided to allocate grants to students in classical secondary education, general secondary education and vocational training (excluding evening classes) living in the commune according to the following terms and conditions:

• A grant of 300 € is paid to students at the end of their compulsory schooling (schooling is compulsory in Luxembourg until the age of 16), provided they have passed the last school year concerned (4ème or equivalent).
• A bonus of 400 € is paid to students after they have successfully completed the full cycle of classical secondary education, general secondary education or vocational training (diplôme de fin d’études, DAP, DT or equivalent).
• An additional 200 € is paid if the full course of study has been completed without loss of a year.
• No grant is paid for post-secondary education or adult training.
