Climate Pact

In December 2022, the commune of Kopstal was certified for its commitment to climate protection and nature conservation. Thanks to its efforts and the implementation of a series of measures, the commune achieved the second category of certification under the Climate Pact, with a score of 51,40%.

Objectives

Global warming is causing many changes that are threatening the natural balance of our planet.

Luxembourg is committed to reducing the greenhouse gas emissions responsible for global warming by 55% by 2030.

In terms of energy efficiency, a reduction in demand of around 40% is targeted by 2030.

During this period, renewable energies should account for 23% of final energy consumption.

Significant efforts are also being made in the areas of circular economy, air quality and adaptation to climate change.

Through their commitment to the Climate Pact, the local authorities are meeting the objectives of the government's plan and actively committing themselves to a sustainable energy policy that respects the environment.

Principle

The Climate Pact is a quality management and certification programme set up by the Ministry of the Environment, Climate and Sustainable Development to facilitate the commitment of Luxembourg municipalities to the energy transition and climate protection.

Municipalities that sign up to the Climate Pact choose the actions to be implemented in their area from a catalogue of 64 measures. In return, the State finances the costs of the climate advisors and a variable subsidy depending on the efforts made and their degree of certification.

6 main categories are targeted:

  • Spatial development planning
  • Local authority buildings
  • Supply and resource management
  • Mobility
  • Internal organisation
  • Communication and cooperation

Given that municipalities are the public authorities closest to their citizens, it has become essential to involve them, as well as local and regional associations and businesses.

There are four levels of certification: 40%, 50%, 65% and 75%, as well as thematic certifications to reward efforts in the areas of air quality, circular economy and adaptation to climate change.

As soon as local authorities reach a score of 40% in the catalogue of measures, they can be audited and, if necessary, receive additional subsidies.

The commune of Kopstal is committed to climate protection and will continue to do so.
