PAP · Specific development plan
Introduction
A specific development plan (PAP) covers part of the municipal territory, either urbanized or intended to be urbanized, by implementing and specifying the General Development Plan (PAG) to which it relates, all while respecting the degree and mode of land use defined therein. It sets out a series of regulatory urban planning provisions in accordance with the objectives of Article 2 of the amended law of July 19, 2004, concerning municipal planning and urban development (sustainability, harmonious neighborhood development, quality of life for residents, etc.).
There are two types of PAPs: the PAP "new neighborhood" (PAP NQ) and the PAP "existing neighborhood" (PAP QE).
The PAP NQ covers an area intended for urbanization and proposes a concrete urbanization project, defining the form of public spaces, buildable lots, and future constructions.
The PAP QE, on the other hand, covers a fully serviced area and defines the rules for integrating constructions based on the characteristics of the existing built environment. It must be developed at the initiative of the municipality and adopted alongside the PAG during its initial establishment.
